Greene County has contracted with AVTACS, Inc. to conducting a total
revaluation of all real property (homes, farms, businesses and industry) in
the county. During the course of this revaluation, officials from AVTACS
will be inspecting each parcel of property to determine the fair market
value. The field operations of this project will begin January 1, 2005 and
end February 1, 2006.
The purpose of a revaluation is to restore uniformity to the digest and
bring all the property values up to legal standards. This ensures that
everyone's share of the total property taxes levied by the county and school
is fairly determined. After all the properties have been inspected and
revalued, each property owner whose property value is increased will receive
a change of assessment notice showing exactly how much the value has gone
up. They will then have an opportunity to appeal that assessment if they
disagree with the new value. The change of assessment notices are currently
scheduled to go out in May of 2006; however, the actual date they are mailed
may change if more time is needed to ensure the values are accurate.
The purpose of a revaluation is not to increase taxes. If the county and
school needs more tax, either has the authority to simply increase the
millage rate. The normal procedure after a revaluation is for the county and
school to roll the millage rate back where there will not be a "back door"
tax increase and the revenue increase in the revaluation year will be in
line with the normal increases over the last five years.
Whether an individual property owner will have a tax increase as a result of
the revaluation will depend on whether that individual's increase is greater
than the average countywide increase. If millage rates are rolled back to
the point where the same total tax is collected in a revaluation year as any
other year, for every property owner who has a tax increase, another
property owner will have a tax decrease. An individual's total tax effect
will also depend on how many automobiles they own, as the reduced millage
rate will lower the tax on their autos.
